There are moments after a disaster when the headlines disappear, but the suffering continues quietly behind hospital walls.

In Chilaw, Sri Lanka, that moment came after the floodwaters began to recede.

Patients were still arriving.
Mothers still needed emergency care.
Surgeons still stood ready to operate.

But the equipment they depended on had been damaged.

When Cyclone Dithaw tore through Sri Lanka’s North-Western Province, it devastated homes, livelihoods, and essential infrastructure. Among the hardest hit was District General Hospital Chilaw, one of the region’s most important public hospitals serving more than one million people.

Inside its operating theatres and critical care units, the impact was immediate.

Patient monitoring systems were compromised. Ventilation capability was affected. Surgical support infrastructure was no longer fully reliable.

For a hospital performing more than 8,000 surgeries annually, the consequences were enormous.

This was no longer just a disaster recovery issue.

It was a race against time to protect human life.

A Hospital Under Pressure

For patients in Chilaw and surrounding communities, District General Hospital is often the first and only place for urgent surgical and emergency treatment.

When critical equipment fails:

• surgeries are delayed,
• emergency care becomes more dangerous,
• and preventable deaths increase.

The people most affected are often those with the fewest options:

• low-income families,
• rural communities,
• elderly patients,
• children,
• and mothers needing urgent care.

Healthcare systems are strongest when they work quietly in the background.

But after the storm, Chilaw’s healthcare workers were forced to do something no medical team should have to do:

Deliver critical care without the tools they needed.

Rebuilding More Than Equipment

In response, Rotary clubs and partners came together through Rotary Global Grant GG2691293 – Healing After the Storm: Critical Care for Chilaw.

This project is now moving through implementation to restore the hospital’s life-saving capabilities and strengthen long-term healthcare resilience.

The project includes:

• Portable ventilator systems
• Multiparameter patient monitors with capnography
• Surgical theatre support equipment
• Critical monitoring infrastructure
• Neonatal support accessories
• Long-term warranty and maintenance support

But this project is about far more than replacing machines.

It is about restoring confidence in operating theatres.

It is about ensuring doctors can act quickly when seconds matter.

It is about ensuring communities do not lose access to critical healthcare after disasters strike.
